Ishan Interpreters Booked as an Edo Interpreter

This is the correction we make most often, and it starts on the intake form. Edo State gives its name to Edo, also called Bini, the language of Benin City. Ishan is a different language of the same state, and the two are cousins in the North-Central Edoid group rather than dialects of one thing. A booking that says Edo State, or just Edo, will reach a Bini speaker who follows an Ishan witness through the greetings and begins reconstructing after that.

Which Nigerian Birth Record an Ishan Applicant Holds

The question that decides an Edo State file is not language at all. It is which of three birth records the applicant actually has, because the National Population Commission has only registered births nationally since the 1992 decree that created the duty. All three are in English and none of them needs a translator.

Where the primary record does not exist, 8 CFR 103.2(b)(2) allows secondary evidence, and for Esan families the useful material is usually a mission baptismal register, a school admission book or a hospital card rather than another sworn statement. Certified Ishan Translation of Customary Marriage and Family Records

The Ishan that reaches a translator is nearly always private writing rather than state paperwork. A customary marriage in an Esan community is recorded by the families and by the community, and what an applicant produces years later is a declaration listing the bride price stages, the witnesses and the family heads, part English and part Ishan, sometimes typed and sometimes not. Attorneys filing a marriage-based petition on a customary union need that document rendered fully, with the stages named as the community names them.

The same applies to letters from an elder settling a land or succession question, church entries from a parish in Irrua or Uromi, and any Ishan-language statement taken before counsel was involved. Esan Village Names on an Ishan Certificate of Origin

Nigerian files carry a certificate of origin or an indigene certificate issued by a local government council, and it names a community rather than a city. Ekpoma, Ewu, Ugboha, Ewohimi, Ubiaja: these are spelled by whoever filled the form, and a village name written down by a clerk from another part of the country can travel in two spellings through one file. The village also shows up in an asylum declaration, where the spelling the applicant uses and the spelling on the council paper may disagree.

Our habit is to print each spelling where it appears, give the standard Esan form in a note, and never harmonize them silently. The same goes for personal names, which in Ishan carry tone the Latin alphabet drops. If the passport says one thing and a school certificate another, the officer should see both and hear why. Nigerian files also cross language boundaries, so where a document turns out to be Bini rather than Esan we say so; see Edo, Igbo and Yoruba.
