Vietnamese refugees began arriving in 1975, sponsored by Catholic charities and resettled first in the Central Park neighborhood. The USCIS field office for Oklahoma City is not in the city: it is at 3101 Technology Drive in Edmond, and USCIS’s ZIP-code table assigns Oklahoma City addresses there. Affirmative asylum interviews for Oklahoma are handled by the Houston Asylum Office at 16855 Northchase Drive, which covers Colorado, New Mexico, Texas, Utah and Wyoming as well.

At the Edmond office, as at every field office, 8 CFR 103.2(b)(3) lets a foreign-language document be filed only with a full English translation and the translator’s certification of competence and accuracy. The officer, not the translator, decides acceptance. Going by the birthplace figures, expect Mexican birth certificates, Guatemalan civil records and Vietnamese household and marriage documents. Oklahoma has no immigration court. The Oklahoma City hearing location stopped hearing cases after August 15, 2014, and its cases stayed under the administrative control of the Dallas Immigration Court at 1100 Commerce Street. Detained cases from the Cimarron Detention Facility in Cushing and the Patrick Moore Detention Center in Okmulgee are assigned to the Aurora Immigration Court in Colorado.
