Waray, also called Winaray or Samarnon, is the language of Samar, Leyte and Biliran, and Prism Language Solutions works in it both as a translation and as an interpreting language. Waray was the language at home in 698,745 Philippine households at the 2020 Census of Population and Housing, and 3.8 percent of the household population gave Waray as their ethnicity. Eastern Visayas is a smaller region than the Cebuano or Ilonggo heartlands, and the US community is correspondingly thin and dispersed, which is the whole reason interpreters in this language are hard to find at short notice.
Nearly every Waray speaker also has Tagalog and school English. That is what makes the language easy to miss and expensive to get wrong. A retired mother from Catbalogan follows a Tagalog interpreter well enough to answer, and loses precisely the clause that a hearing or a diagnosis turns on. Waray, Cebuano and Tagalog on an Interpreter Booking
Waray and Cebuano are separate Visayan languages. Speakers catch fragments of each other and cannot work through a serious conversation in the other, so treating one as cover for the other is not a compromise, it is a failure with good manners. The word Bisaya on an intake form points at Waray, Cebuano or Hiligaynon with equal probability and settles nothing.
Ask the town. Samar, Northern Samar, Eastern Samar, most of Leyte and Biliran give you Waray; note that western Leyte around Ormoc is Cebuano-speaking, so even the island is not a clean answer. We put that question at the front of every booking rather than accepting a general Filipino label, and we would rather tell you we need an extra day than send the wrong Visayan language on time.
Waray Civil Records Lost to Typhoon Yolanda
Anyone filing a Philippine family case out of Eastern Visayas should know this before they order anything. Typhoon Yolanda, known internationally as Haiyan, put a storm surge through Tacloban and the coastal towns of Leyte and Samar in November 2013 and destroyed local civil registry offices together with the birth, marriage and death records held in them. Reconstitution followed: a mobile civil registration project run from December 2013 by the statistics authority with the Department of Social Welfare and Development and a lawyers' organization re-registered survivors across Tacloban, Palo, Tanauan, Tolosa and the Samar municipalities, and digitized copies held abroad were returned to some towns.
So a Waray file often contains a record that is newer than the event by thirty years, and sometimes no record at all. Neither situation is fatal. 8 CFR 103.2(b)(2) allows secondary evidence, and affidavits from people with direct personal knowledge, where a primary record does not exist or cannot be obtained, and the Department of State Reciprocity Schedule for the Philippines is the reference for what is available and what is not. What matters in the translation is honesty about what the paper is: we render a reconstituted entry as a reconstituted entry, show the date it was created alongside the date of the event, and never let a late registration read like an original.Certified Waray Translation of Affidavits and Parish Registers
The Philippine Statistics Authority prints civil records in English on security paper and USCIS takes that copy as issued, so the certificate is almost never the translation job. The Waray is in everything assembled around it.

Waray Interpreters for Hospitals, Courts and USCIS Interviews
Spoken Waray is the larger demand and it splits three ways. In healthcare, a provider that receives federal financial assistance must supply the interpreter and cannot charge the patient, and the appointment that goes wrong is the one where an adult child stood in and trimmed the account into something tidier than the patient gave. At USCIS, adjustment interviews for petitioned parents and naturalization interviews taken under the age and residence exceptions are routine; the applicant brings the interpreter, who must be an adult with no stake in the case and whose job is to render, not to smooth.
In court, no state runs a certification examination in Waray, so the court qualifies an interpreter for the case and the request often lands here after a contracted vendor produced only Tagalog. Depositions, guardianship matters and family cases are the usual settings, and video covers most of them. Book early. Waray is not a language anyone fills the same morning.
