Samoan is the second largest Pacific Islander group counted in the United States: 256,997 people identified as Samoan alone or in combination on the 2020 Census, concentrated in Honolulu, the Los Angeles harbor cities, Salt Lake County, the Puget Sound area and Anchorage. Most working-age Samoan Americans read and write English without difficulty, and that shapes the work. It is rarely about a person who cannot read the form. It is about a record or a statement that has Samoan on it.
The first question at intake is which Samoa. A birth in American Samoa is a birth in a US territory, registered by the Office of Vital Statistics in Pago Pago and issued in English, so that certificate is already an American vital record and paying to translate it buys nothing. A birth in the independent state of Samoa produces a certificate from the Births, Deaths and Marriages division of the Samoa Bureau of Statistics, normally also in English. Certified Samoan Translation: Which Documents Actually Need One
A full English translation, certified by the translator as complete and accurate, is what 8 CFR 103.2(b)(3) asks for on any foreign-language document. It says nothing about documents that arrive in English, and a good part of a Samoan file arrives in English. Send the bundle and we will say which pages carry Samoan and which do not.

Samoan and American Samoan Records in a Certified Translation Order
It is worth being precise about the split, because applicants and paralegals lose weeks to it. American Samoa is an unincorporated US territory and people born there are US nationals. Its vital records sit in Pago Pago and go into a US filing exactly as issued: no translation, no certificate of accuracy, nothing to arrange.
For the independent state of Samoa, the Bureau of Statistics issues the certificate, and the recurring problem is timing rather than language. A birth registered years after the event may have rested on a church entry or a village statement, and a reviewing officer may want that underlying paper too. The register page is in Samoan, in handwriting, with a minister's marginal note, and all of it gets translated rather than just the names and dates.
Samoan Names and Spelling on a Certified Translation
Written Samoan marks a glottal stop with an apostrophe and a long vowel with a macron, and both marks change the word. US systems drop them without asking. One person then appears as Fa'atasi on a church register, Faatasi on a passport and FAATASI in a database, and an officer comparing three documents sees three names.
Our rule is unglamorous and it works. The person is spelled to the travel document throughout the English translation, the source spelling is reproduced exactly as the original shows it, and a translator's note ties the variants together. Where a document identifies someone by a matai title rather than a personal name, the title stays and is explained, because reducing it to a surname destroys what the document was written to carry.
English to Samoan Translation for Hospitals, Schools and Agencies
Translation in the other direction is steady work and it comes from institutions. A Honolulu clinic, a Kent school district or a Salt Lake County benefits agency commissions Samoan consent forms, appointment letters, enrollment packets and eligibility notices because federal money carries language obligations with it: 45 CFR 92.201 for health programs, and Title VI at 42 U.S.C. 2000d across recipients of federal funds more broadly.
One honest caution before you commission a print run. Many Samoan Americans under fifty read English more comfortably than formal written Samoan, while the elders the material is aimed at may read Samoan best of all and still not get through a dense leaflet. Interpreting is where most Samoan language demand sits, and register decides the assignment. Spoken Samoan runs in two styles: the formal one that keeps t and n, used in church, in ceremony and by anyone holding a matai title, and the everyday one that turns them into k and g. An elder giving evidence about family land will speak formally and expects to be answered in kind. An interpreter working only in everyday speech gets shorter answers and never learns why.
No state runs an oral certification exam in Samoan, so courts work with qualified rather than certified interpreters, and practice differs from bench to bench.
