Nukuoro is a Polynesian Outlier: a Polynesian language spoken far outside the Polynesian triangle, on Nukuoro Atoll in Pohnpei State of the Federated States of Micronesia and in Kolonia, the state capital. Its closest relatives are Samoan and Tongan rather than the Micronesian languages around it. Speakers who have moved to the United States have settled in places including the Carolinas and Oregon, and the census does not count the language separately, so nobody can say how many live here.
A request usually arrives with a label attached, and the label is often Pohnpeian or simply Micronesian. Neither tells you what the person speaks. Nukuoro Interpreter or Pohnpeian Interpreter?
Because Nukuoro speakers come from Pohnpei State, a request often lands as Pohnpeian by default. That may be exactly right if the person tells you Pohnpeian is the language they are comfortable in, and a Pohnpeian interpreter is easier to arrange. It is wrong if the person wants Nukuoro, and it is especially risky for testimony about events on the atoll or for a medical history given by an older patient, where detail matters most.
Samoan and Tongan interpreters are sometimes suggested on the grounds that the languages are related. Relation is not comprehension. We do not offer either as a substitute. If the person's answer is Nukuoro, we find a Nukuoro interpreter; if it is Pohnpeian, see Pohnpeian for that language.
Nukuoro Medical Interpreter for Clinics and Hospitals
Health care generates most of the Nukuoro requests we see. The federal health rule at 45 CFR 92.201 obliges a covered provider to offer a qualified interpreter at no charge to a patient with limited English proficiency, and it may not ask the patient to supply their own or lean on a relative except in an emergency. A small language does not change that obligation.
Video is the workable format. It carries a specialist consultation, a medication review or a discharge conversation well, and it lets the interpreter see a chart or a diagram the doctor holds up. Nukuoro Interpreter for Medicaid and Benefits Interviews
The Compact of Free Association lets FSM citizens live and work in the United States without a visa, and since December 27, 2020 they have counted as qualified non-citizens for Medicaid. That change moved many families into eligibility interviews, renewals and appeals, all conducted around a passport with an admission stamp rather than a green card.
Phone interpreting suits a routine eligibility call. A fair hearing on a denied application is better handled over video, with the interpreter briefed on the notice being appealed. Court work in Nukuoro is uncommon and almost always remote. No US state examines interpreters in the language, which leaves the judge to qualify one on the record for the case. We send the court the interpreter's background ahead of the hearing, and we check with the clerk that remote interpreting is permitted for that kind of proceeding.
