Lingala carries the heaviest US caseload of any language on this site. People from the Democratic Republic of the Congo were the largest share of refugees admitted to the United States every year from fiscal 2016 through fiscal 2024, on Pew Research Center analysis published in August 2026.

Why a Lingala File Arrives Full of French Documents

Both Congos run civil registration in French. An acte de naissance from the bureau de l'état civil, an acte de mariage, a jugement from a tribunal de grande instance: French, all of it. If you were told to have your Lingala documents translated, look again. What you hold is probably French with Congolese names inside it.

That is not pedantry. Congolese administrative French has a precise shape, and a translator who works in Lingala but not in that register renders greffier approximately. See French translation.

The Jugement Suppletif Behind a Lingala Speaker's Birth Certificate

This document trips up more Congolese filings than any other. A birth in the DRC is meant to be declared within ninety days. Miss that window and no certificate can simply be issued; a court has to order one first. The Immigration and Refugee Board of Canada, reviewing Congolese birth documents up to June 2025, records that a peace tribunal issues the judgment for a minor and a civil court for an adult, after which the registry draws up the acte it authorized.

Proof of birth is therefore often two papers: a jugement supplétif dated years or decades after the birth it describes, and the acte that followed. Send both. We keep each title exactly as the court wrote it and add a note on the sequence, because an adjudicator who sees a certificate issued in 2019 for a birth in 1984 will otherwise ask a question you could have answered first.

Congolese Document Fraud and the Limits of a Lingala Translation

Adjudicators treat Congolese civil records with caution, and the country-conditions material explains why. The same Canadian research directorate, in a response published in April 2021, quoted a Congolese human rights coordinator saying forged civil status documents exist in the DRC and are easy to falsify, carrying no QR code, barcode or comparable security feature. That report also describes registry officials backdating an entry so an applicant can skip the court route.

Certified Lingala Translation of Statements, Letters and Recordings

Now the part that genuinely is Lingala. These are the items in a Congolese file that 8 CFR 103.2(b)(3) reaches, each needing a complete English translation certified as accurate:

• Declarations and witness statements given in Lingala rather than French
• Handwritten letters from relatives in Kinshasa, Mbandaka or Brazzaville
• Church and parish letters confirming a marriage, a baptism or a death
• WhatsApp messages, voice notes and recorded calls filed as evidence
• Lingala annotations written into the margin of a French record

Recordings are their own job: transcribed in Lingala, translated beside it, timestamped, inaudible passages marked rather than filled in. Kinshasa speech switches into French constantly, and the switch is shown where it happens. See transcription and certified translation.

Secondary Evidence in a Lingala Case With No Record

Plenty of applicants have nothing. A birth was never declared, a registry office burned, the family left through a camp in Tanzania, Uganda or Rwanda with a UNHCR paper and a ration card. Not a dead end, though. Secondary evidence is provided for at 8 CFR 103.2(b)(2) where a required record does not exist or cannot be obtained, and affidavits from people with direct personal knowledge belong to that route; the State Department's Reciprocity Schedule entry for the country settles what counts as available.

A camp card is then rendered as a camp card, agency named as printed, and a date of birth assigned at intake is flagged as assigned.

Lingala Interpreters for Asylum Interviews and Immigration Court

Most Lingala demand here is spoken, not written: removal and bond hearings, asylum interviews, clinic appointments. Not one state runs a certification exam in the language, so a judge qualifies the Lingala interpreter on the record, and clerks often cannot find one at all.

Congolese Post-Noms on a Certified Lingala Translation

A Congolese name comes in three parts, a nom, a post-nom and a prénom, and that order is not the order a US form expects. Two boxes, three names. The I-94 files one arrangement, the refugee travel document another, the birth certificate a third, and one person becomes three across a single application.
